The Sebastopol Northeast Area Regulating Plan and SmartCode were designed by Fisher & Hall Urban Design with Laura Hall as Project Facilitator. The project area is located between an active downtown and the Laguna de Santa Rosa. The SmartCode will build on the area’s central location and allow the area to change in a way that is consistent with its light industrial past, gateway location and Sebastopol’s unique sense of place. The community is encouraging a mix of housing types and affordability; pedestrian-oriented design and alternatives to the automobile; and environmental sustainability and green building standards. The plan reflects these interests in its visual and pedestrian connection to the downtown and to the Laguna, in the diversity of density and mixed-use buildings, and in an interconnected street system and small block size that encourage walking.
