Hall Alminana is the Prime Consultant for this new Form-Based Code for the City of Hayward. Through this project, which included an extensive civic engagement process and charrette, the City is replacing the prior Concept Design Plan for the 240-acre project area adjacent to the South Hayward BART Station with a Transit Oriented Development (TOD) Form-Based Code. The City’s goals for this project are the following:
- New buildings of high-quality architecture;
- To stimulate private investment thanks to reduced risk associated with a predictable decision-making
process;
- Enable building intensity that is supportive of transit-oriented development and contextually respectful to
existing development; and,
- Create opportunities for high-quality public open spaces for existing and future residents and visitors.
