The Downtown Ukiah Regulating Plan and SmartCode were designed by a team led by Fisher & Hall Urban Design, with Laura Hall as Project Director. The 6-day charrette process brought City staff, elected and appointed officials, and members of the general public together to identify their interests and vision for this area. This vision included rail-centered development, creek and pedestrian-oriented development, a mix of architectural styles, and lively public spaces.
The plan envisions new civic spaces and buildings, a restored and daylighted Gibson Creek as well as shops along Perkins Street in areas that are currently surface parking lots.
